I'm assuming this was a reward card as it has "coming soon" on it rather than sold out. What was the reward for and when?

For the first 10 fans choice Ahhh thanks Tim. Assuming it's no longer active?

Why don't all the expired reward cards say "sold out"? Or is that another one of those TOPPS scams?

I asked this in a Q&A recently. The response was that if they decided to offer up the card again, they could. If it goes sold out, that's it.

IF they offer up a card that was a reward from a near impossible collection they'll be pissing off a lot of (likely) their highest paying customers. Not sure why they'd need to anyway. I'm sure they have plenty more ideas of how to rip everyone off. Perhaps they could do the entire cast of Charlie Brown as a set? Maybe a baseball collection which is literally pictures of different baseballs? Or an Umpire set? All wouldn't surprise me.

At the all star game, Topps Chris said he wanted to do a set based on the "neon color cleats" the players were wearing... so you may have your wish soon enough

I'd love to say that this surprises me but after what I've seen in the last few weeks, it really doesn't. I simply cannot fathom the logic Topps has been employing in virtually everything they do with this app. If they decided, after supposedly fulfilling the card's purpose, to reissue it again and make it available so that the pops increase, I honestly think I would pack up shop and call it quits with this app. I had no idea about this technicality and have been spending decent money acquiring them thinking that the pop on the back of the card was true and accurate. There's nothing they could say to me that would justify reissuing it.
