I just figured out how they made this set. It is by the top active all-time closers. With that being said, here is the list for top career active closers: 1. Joe Nathan, 356 Saves - Tigers 2. Francisco Rodriguez, 329 - Brewers 3. Jonathan Papelbon, 303 - Phillies 4. Jose Valverde, 288 - Mets 5. Huston Street, 254 - Padres 6. Fernando Rodney, 193 - Mariners 7. Rafael Soriano, 192 - Nationals 8. J.J. Putz, 189 - Diamondbacks 9. Kevin Gregg, 177 - Marlins 10.Joakim Soria, 175 - Rangers 11.Brian Wilson, 171 - Dodgers Of course, I still believe that the award should've been two cards; The top AL career Closer, Marino Rivera, and of course (because I'm biased) they also had to put the top NL career closer, Trevor Hoffman Valverde is a FA. No pic for Gregg. Putz is also a FA and Wilson isn't a closer.

If those 4 end up not being in the set, then here is #12-#15 on the active save leaders list:

Then, I realized that Perez is no longer a closer, as well. Topps almost might not follow the list exactly. For example, for the GOIN YARD it was going to be top 10 active sluggers. Miguel Cabrera was like #8 on it and didn't get one, but Mark Teixera at #11 did
