Yes, since Houston holds Parsons' Bird Rights, they can go over the cap to sign him. But, they have to sign Bosh first and then match the offer sheet in order to do so.

Hey, with all this talk about Lebron, what about Melo? I think Miami will try to pursue him now that they lost James. Guess my MYCAREER 2k14 was wrong about Lebron signing with the Lakers

Yeah Bosh and Parsons are locks to for Houston at this point. No reason for Carmelo to go to Miami. The draw there is Lebron, not a broken down Wade. And yes, Wade is broken down. He cherry picked 55 regular season games last year to stay healthy and still broke down in the finals. Bosh is going to Houston. There's no reason for Melo to go to Miami. Melo needs to go to Chicago if he wants a chance to win.
